Authorizes the commissioner of general services to sell, convey, or lease state lands in Cuba (Allegany county) and Ischua (Cattaraugus county) to towns, counties, special districts, or lessees in those districts.

Requires the commissioner to set sale or lease terms at not less than fair and reasonable value, rather than fair market value.

Expands the Cuba lake management fund to include revenues from rentals, sales, and leases of state lands within the Cuba Lake district.

Permits fund expenditures for capital improvements to Oil Creek reservoir (including spillway and dam), district management costs, and public recreational access to Cuba lake for fishing and boating.

Allows monies obtained from sales of state or Cuba Lake district lands to remain in the fund, while excess rental revenues revert to the state general fund at fiscal year end.
