Authorizes the Town of Hempstead Board of Trustees to adopt a local law or ordinance establishing a residential parking permit system in the Elmont and Bellerose Terrace neighborhoods, bounded by Jericho Turnpike (north), Lucille Avenue to Dutch Broadway (east), Dutch Broadway to Cross Island Parkway (south), and Cross Island Parkway to Jamaica Avenue to Dutch Broadway (west).

Permits the Town to charge fees for residential parking permits within the designated areas, with revenue credited to the Town's general fund unless otherwise specified in the local law.

Exempts motor vehicles registered as disabled vehicles and requires at least 20 percent of parking spaces be available to nonresidents with short-term parking of at least 90 minutes duration.

Prohibits permit requirements on street portions adjacent to commercial or retail zoned properties and excludes state highways maintained by the state from the residential parking system.

Requires the Town to hold a public hearing following municipal home rule law procedures before adopting any residential parking ordinance, and mandates the ordinance specify the times and days when permit requirements are in effect.
