Authorizes the City of Rensselaer to allow firefighter William Schumaker (start date October 10, 1996) to participate in the optional 20-year retirement plan under section 384-d of the Retirement and Social Security Law, provided he failed to apply due to reasons not attributable to his own negligence.

Authorizes the City of Rensselaer to allow firefighter Mark Hennessy (start date September 1, 2005) to participate in the optional 20-year retirement plan under section 384-d of the Retirement and Social Security Law, provided he failed to apply due to reasons not attributable to his own negligence.

Requires the City of Rensselaer to file a resolution with the state comptroller within six months of the act's effective date, along with certification that the firefighter did not bar himself from participation due to his own negligence.

Requires the City of Rensselaer to bear all past and ongoing costs associated with the firefighters' participation, including a one-time past service cost of approximately $179,000 and annual contributions of approximately $12,000.

Takes effect immediately upon enactment.
