Allows nurse practitioners with more than 3,600 hours of practice to practice independently without requiring a written practice agreement or written practice protocols with a collaborating physician.

Permits nurse practitioners to collaborate with either a licensed physician or another nurse practitioner (previously limited to physicians only) for diagnosis and treatment within their specialty area.

Removes the requirement for nurse practitioners to file practice protocols with the Department of Education within ninety days and eliminates regulations establishing protocol review procedures.

Makes permanent the provisions of the "Nurse Practitioners Modernization Act" by removing the June 30 sunset provision that was set to expire six years after the law took effect.
