Allows union free and central school districts in Rockland County to establish school election wards by board resolution and mandatory voter referendum to elect individual trustees or board members from designated wards instead of at-large.

Requires 3-9 wards for union free districts and 5, 7, or 9 wards for central districts, with one trustee or member elected per ward by qualified voters; may require elected representatives to reside in their ward.

Mandates board assessment of historic disenfranchisement or discrimination based on race, gender, ethnicity, religion, socio-economic status, or sexual orientation, with at least three public hearings held 30-90 days before the referendum vote.

Requires ward boundaries to be contiguous, contain approximately equal populations, conform to school attendance zones, respect geographic boundaries, and maintain contiguous communities of interest; maps must be published 15 days before election with at least one polling location per 15,000 eligible voters.

Establishes procedures for redrawing ward boundaries following each federal decennial census through board finding or voter-approved referendum, with option for districts to later abolish the ward system by resolution and referendum.
