Increases civil penalties under Public Service Law Section 25 for public utilities that knowingly fail to comply with provisions of the law or regulatory orders, from $100,000 to $2 million per offense, and from $250,000 to $5 million or $500,000 to $10 million for certain violations.

Increases civil penalties under Public Service Law Section 25-a for combination gas and electric corporations determined to have failed reasonable compliance, from $100,000 to $2 million or two one-hundredths of one percent of annual intrastate gross operating revenue, whichever is greater.

Raises enhanced penalties for certain violations from $250,000 to $5 million, and from $500,000 to $10 million, with alternative calculations based on three or four one-hundredths of one percent of annual intrastate gross operating revenue for gas and electric corporations.

Applies to officers, agents, and employees of violating public utilities and corporations, making them subject to the same civil penalties as their employers.

Takes effect immediately upon enactment.
