Amends Public Authorities Law Section 1020-cc to require the Long Island Power Authority and its service provider to submit reports to the state comptroller on March 31st and September 30th each year.

Reports must document all contracts exceeding $250,000 per year with third parties related to management and operation services for the authority's electric transmission and distribution system.

Reports must include the third party name, contract term, and description of services or goods to be procured, and must be posted on the authority's and service provider's websites.

Removes the exemption that previously excluded service provider and third party contracts from oversight requirements.

Takes effect immediately upon enactment.
