Authorizes each board of elections to establish one or more secure absentee ballot drop boxes as an alternative method for voters to return marked absentee ballots.

Requires boards of elections to post the location of every absentee ballot drop-off location on their website no later than the day after the location is established.

Deems absentee ballots deposited in drop boxes before the close of polls on election day as received by the board of elections in time to be counted.

Requires the state board of elections to promulgate rules and regulations governing the location, chain of custody, pick-up times, labeling, and security of absentee ballot drop boxes.

Takes effect immediately, with provisions regarding expiration and reversion of related sections tied to chapter 91 of the laws of 2020.
