Authorizes the city of Rensselaer to allow firefighter William Schumaker (hired October 10, 1996) to participate in the optional twenty-year retirement plan under section 384-d, despite missing the original enrollment deadline through no fault of his own.

Authorizes the city of Rensselaer to allow firefighter Mark Hennessy (hired September 1, 2005) to participate in the optional twenty-year retirement plan under section 384-d, despite missing the original enrollment deadline through no fault of his own.

Requires the city of Rensselaer to file a resolution with the state comptroller within six months certifying that each firefighter did not fail to enroll due to their own negligence, after which the firefighters may elect coverage by filing a request with the state comptroller.

Requires the city of Rensselaer to bear all past costs, with an option to amortize the approximately $179,000 one-time past service cost over five years (approximately $40,700 annually with interest) and absorb additional annual contributions estimated at $12,000 for fiscal year 2021.

Takes effect immediately upon enactment.
