Authorizes Phase Three of the Rochester school facilities modernization program, allowing up to 15 school building projects plus a district-wide technology project with a total cost limit of $550 million.

Expands the definition of "Project" to include acquisition of additional real property by the city to facilitate projects and district-wide technology improvements that benefit existing school buildings.

Permits the RJSCB to either extend existing Phase Two contracts for the program manager and independent compliance officer into Phase Three or conduct a new competitive bidding process, based on public interest findings.

Adds new contractual requirements for projects exceeding $1 million, including mandatory participation in approved apprentice training programs and employment of at least one apprentice in connection with the contract.

Establishes new reporting requirements, with a comprehensive report due by June 30, 2030, or upon completion of Phase Three projects, detailing fiscal and pedagogical results and recommendations for continuation, amendment, or discontinuation.
