Establishes Article 17-C in Executive Law creating a Division of Veterans' Business Development within the Office of General Services to certify and promote veteran-owned business enterprises.

Defines "certified veteran-owned business enterprise" as a business at least 51% owned by veterans that is independently operated, authorized to do business in New York, and meets small business criteria with no more than 300 employees depending on industry.

Requires the commissioner to develop statewide certification procedures and operational guidelines, provide training to procurement personnel, and submit annual reports detailing contracts awarded, certification applications, denials, and appeals outcomes.

Authorizes state agencies to reserve or set-aside certain procurements for certified veteran-owned businesses while remaining subject to preferred source requirements, comptroller approval, and procurement record requirements.

Expires and repeals automatically five years after enactment; requires commissioner to complete a study within 90 days of enactment to determine the percentage of contracts to be set aside for veteran-owned businesses.
