Establishes licensure requirements for dental therapists and advanced dental therapists in New York, including education (baccalaureate or master's degree), examination, experience, and fees ($115 for initial license, $50 for reexamination, $50 triennial registration).

Defines dental therapist scope of practice under general supervision of a dentist, including preventive care, restorations, local anesthesia, and nitrous oxide administration; permits indirect supervision for extractions of primary teeth, cavity preparation, and other delegated functions.

Requires dental therapists and advanced dental therapists to enter written collaborative management agreements with licensed dentists, with each dentist limited to supervising no more than five therapists; dentist accepts responsibility for all authorized services.

Restricts dental therapist practice to settings serving low-income, uninsured, and underserved patients or designated dental health professional shortage areas, including federally qualified health centers.

Mandates 24 hours of continuing education every three years for dental therapists (including child abuse reporting and infection control training) with $30 fee; authorizes Medicaid reimbursement for dental therapy services provided by enrolled managed care providers.
