Requires the New York City Housing Authority (NYCHA) to provide adequate and reliable internet service at all NYCHA residential properties that is accessible to residents at any time.

Adds internet service to the list of essential services (alongside heat, water, electricity, and elevator service) that NYCHA must provide and report on to ensure compliance and enforcement.

Requires NYCHA to publish information on its website regarding reported disruptions in internet service, the length of disruptions, and steps taken to restore service, starting May 1, 2020.

Mandates NYCHA retain disruption information on its website for six months after the original publication date.

Takes effect immediately upon enactment.
