Prohibits farm owners and operators from confining egg-laying hens in cages, requiring cage-free housing systems instead.

Bans the sale of shell eggs or liquid eggs from hens confined in non-cage-free conditions, regardless of whether produced in or out of state.

Defines cage-free housing as an indoor or outdoor controlled environment where hens roam freely, have minimum floor space per the 2017 United Egg Producers guidelines, and receive enrichments including scratch areas, perches, nest boxes, and dust bathing areas.

Establishes civil penalties of up to $5,000 for first violations and up to $25,000 for subsequent violations, with collected penalties directed to the animal population control fund.

Takes effect 24 months after becoming law, with exemptions for medical research, veterinary treatment, transportation, fairs, 4-H programs, slaughter, and temporary confinement for up to six hours in any 24-hour period.
