Enacts the "Fighting Underground Racing In Our Streets Act" (FURIOUS Act) to address illegal street racing in New York City school zones.

Authorizes New York City to operate photo speed violation monitoring systems at any time in school speed zones identified as areas of special concern for illegal street racing, based on reported speed contests and races.

Requires New York City to obtain approval from a majority vote of the relevant community board after a public hearing before operating such systems in any school speed zone.

Expands the definition of illegal speed contests to include situations where a driver exceeds the posted speed limit while engaging in a challenge with another driver involving relative position changes, regardless of prior planning.

Takes effect 30 days after enactment, with amendments to speed monitoring authority subject to existing repeal provisions.
