Establishes pre-arraignment bail system allowing police to set and collect bail at station houses for Class E felonies ($750), Class A misdemeanors ($500), Class B-C misdemeanors ($250), and petty offenses ($100).

Requires periodic court review and re-evaluation of detention orders at intervals ranging from every 4 weeks (Class A misdemeanor) to 12 weeks (Class B felony) to reconsider release or bail reduction.

Repeals provisions limiting bail authority for local and superior courts and eliminates previous restrictions on electronic monitoring and non-monetary conditions, while limiting revocation periods for bail violations to 90 days maximum.
