Adds microneedling to the list of services estheticians may provide under the definition of "esthetics" in General Business Law Section 400.

Requires all licensed estheticians and cosmetologists to complete a five-hour microneedling course approved by the Bureau of Proprietary School Supervision before practicing microneedling.

Course curriculum must include practical microneedling training and universal precautions covering proper handling, sanitizing, disinfecting, and disposal of materials that encounter blood or bodily fluids.

Mandates completion and passing of OSHA bloodborne pathogen training certification as a prerequisite for enrollment in the five-hour microneedling course.

Effective immediately upon enactment.
