Sets the pandemic adjustment amount for East Ramapo central school district to zero for the 2020-2021 school year, notwithstanding provisions in chapter 53 of the laws of 2020

Reduces state payments for general support for public schools to East Ramapo central school district by 8% of the district's total estimated aids as listed on the "SA2021" school aid computer listing

Treats the 8% deduction amount as a payment to the district for purposes of accounting in the 2020-2021 school year

Appropriates an amount equal to the district's "Federal CARES Restoration" from the education stabilization fund as specified on the SA2021 listing

Takes effect immediately with retroactive application to July 1, 2020, applying only to the 2020-2021 school year
