Establishes the Child Poverty Reduction Advisory Council with representatives from the legislature, executive branch, state agencies, non-profit organizations, and persons directly impacted by poverty to develop strategies reducing child poverty by 50% within ten years.

Requires the Director of the Budget to evaluate how budget adjustments or reductions will affect child poverty in New York and make evaluations publicly available.

Directs the advisory council to develop a timeline with yearly benchmarks for poverty reduction, review policy proposals including earned income tax credit expansion, child tax credit expansion, housing vouchers, and subsidized child care, and deliver reports to state leadership within six months and one year.

Requires the advisory council to conduct bi-annual progress reports beginning June 1, 2021, hold public hearings in at least four regions during non-traditional hours, and collaborate with poverty research experts and community stakeholders.

Makes the advisory council's recommendations binding on state agencies unless overridden by concurrent resolution passed by both houses of the legislature within 45 days; the act expires ten years after enactment.
