Mandates measurement of carbon footprint per person per building block before and after proposed actions under a reasonable worst case development scenario.

Requires assessment of potential flooding risks and environmental impacts using a 100-year reasonable worst case development scenario for any new building as part of a proposed action.

Requires the commissioner to update state environmental quality review rules and regulations at least once every five years to account for changes in reports from the Intergovernmental Panel on Climate Change and the New York City Panel on Climate Change.

Takes effect 90 days after becoming law, with authority to adopt necessary rules and regulations immediately.
