Requires the Department of Health to develop rules and regulations governing visitation, including procedures for designating visitors, safety protocols, testing requirements, personal protective equipment use, and frequency/duration of visits.

Limits residents to designating no more than one personal care visitor and requires a medical or mental health professional to determine that such a visitor is necessary.

Requires personal care visitors to waive liability for COVID-19 exposure and mandates they follow the same safety protocols as facility staff, including communicable disease testing, temperature checks, health screenings, and social distancing.

Allows facilities to limit, suspend, or terminate visits based on local infection rates and health care capacity, with compassionate care visitors restricted to one room while providing care.
