Establishes a temporary state assistance fund administered by the New York Office of Court Administration to provide legal services to covered businesses filing for bankruptcy relief under the federal Small Business Reorganization Act.

Defines "covered businesses" as small businesses, not-for-profit corporations, partnerships, and limited liability companies conducting majority business in New York that were adversely affected by COVID-19 or state public health restrictions and file for bankruptcy protection before March 27, 2021.

Provides legal services access for filing and prosecution under Chapter 11 of the federal bankruptcy code, with counsel terminating upon case dismissal, United States trustee recommendation, or bankruptcy judge recommendation, and explicitly excludes appeals.

Grants the administrator authority to establish performance measures, monitor service quality, investigate relevant matters, and ensure timely fund distribution to designated legal services providers.

Requires implementation by October 1, 2020, with the administrator determining necessary appropriations in consultation with the Division of the Budget.
