Establishes a temporary state assistance fund to provide free legal services to small businesses, nonprofits, and other entities adversely affected by COVID-19 that file for bankruptcy under the federal Small Business Reorganization Act before March 27, 2021.

Defines "covered businesses" as entities conducting a majority of business in New York that were harmed by COVID-19 or state public health restrictions and are eligible for relief under the CARES Act amendments to the Small Business Reorganization Act.

Charges the New York Office of Court Administration with implementing the program by October 1, 2020, including designating legal services providers, ensuring quality representation, and monitoring program effectiveness.

Limits legal services to consultation and representation in bankruptcy filings and prosecution under chapter eleven of the federal bankruptcy code, excluding appellate proceedings, and terminates upon case dismissal or at recommendation of the U.S. trustee or bankruptcy judge.

Requires the state to establish and fund a dedicated fund with amounts to be determined by the Office of Court Administration in consultation with the Director of the Division of the Budget to ensure timely distribution to legal services providers.
