Authorizes nursing home residents or their legal representatives to install monitoring devices in their rooms for virtual visitation and safety purposes, subject to departmental approval of capacity to consent.

Requires residents to pay all costs associated with the monitoring device including installation, operation, maintenance, and removal.

Mandates written consent from all roommates sharing the same room before a monitoring device can be installed; nursing homes must make reasonable accommodation efforts such as offering room transfers if a roommate refuses consent.

Prohibits nursing homes from denying admission, discharging, or retaliating against residents who choose to authorize monitoring devices and requires signage at main entrances and individual room entrances where electronic monitoring occurs.

Requires all nursing homes to notify residents by January 1, 2021 of their right to install monitoring devices and obtain their authorization choices, with forms made accessible to the long-term care ombudsman.
