Defines "miscellaneous industry worker" to include car wash attendants, nail salon workers, tow truck drivers, dog groomers, wedding planners, tour guides, valet parking attendants, hairdressers, aestheticians, golf and tennis instructors, and door-persons covered under 12 NYCRR part 142.

Establishes minimum cash wages for miscellaneous industry workers receiving tips, with different rates for New York City ($13.15-$13.85 per hour as of June 30, 2020, rising to $15.00 by December 31, 2020), Nassau/Suffolk/Westchester ($11.40-$12.00 per hour rising to $14.00), and other areas ($10.35-$10.90 per hour rising to $12.50).

Requires miscellaneous industry worker cash wages to reach the statewide minimum wage by December 31, 2021 and food service worker cash wages to reach the statewide minimum wage by December 31, 2025.

Modifies gratuity laws to allow sharing of tips "with other employees" rather than only "with a busboy or similar employee."

Requires wage board review of food service worker wage orders to ensure they do not authorize lesser wages than previously mandated minimum wages following statutory increases.
