Amends Public Authorities Law to require the Metropolitan Transportation Authority to make substantive efforts to utilize union labor for all or significant aspects of public work contracts.

Requires the MTA to spend a minimum of 20 business days seeking union labor by publishing the work, advertising it, conducting outreach to relevant unions, and holding a meeting regarding the project's nature and terms.

Mandates the MTA send written notice to the city commissioner of transportation, comptroller, and city commissioner of labor explaining the efforts made to secure union labor and that those efforts failed before publishing a contract for public bidding.

Prohibits the MTA from publishing contracts for public bidding until substantive efforts to engage and secure union labor have been completed and written notice has been submitted to the specified city officials.
