Amends Public Officers Law to require paid police officers in cities with a population of one million or more to reside in the city where they work for one year prior to appointment and continue residing there.

Exempts paid police officers in cities with one million or more residents from existing provisions allowing residency in adjacent counties or counties within fifteen or thirty miles of the municipality.

Applies the residency requirement to new hires beginning January 1, 2021.

Eliminates exemptions for currently employed officers in cities with one million or more residents, preventing them from maintaining residences outside the city.

Makes technical amendments to update pronouns in the Public Officers Law from "he" to "he or she".
