Amends the Public Health Law to expand "covered health care services" under the child health insurance plan to explicitly include early and periodic screening, diagnosis and treatment for eligible children under age six and other eligible children to ascertain physical and mental disabilities.

Clarifies that early and periodic screening, diagnosis and treatment services shall be included in covered health care services rather than excluded.

Maintains existing exclusion of erectile dysfunction drugs, procedures and supplies for individuals required to register as sex offenders under Correction Law Article 6-C, with requirements to provide patients information about coverage denials and appeal processes.

Takes effect on April 1st following enactment, with the Commissioner of Health directed to promulgate regulations immediately upon passage.
