Establishes a paired testing program to be administered by the Commissioner of the Division of Human Rights to detect unlawful discriminatory practices by real estate brokers, salespersons, and their agents, using paired testers with equivalent characteristics who differ only in the characteristic being tested (such as race, disability status, or marital status).

Imposes fines on real estate professionals found using unlawful discriminatory practices, with amounts determined by the Commissioner of the Division of Human Rights, in addition to potential license suspension or revocation.

Creates a "paired testing program fund" to collect all fines from discriminatory practice violations and compliance fees from real estate broker and salesperson licenses, to be used for administering the paired testing program.

Adds a compliance fee to all real estate broker and salesperson licenses, with the amount determined by the Commissioner of the Division of Human Rights, with all collected fees deposited into the paired testing program fund.

Takes effect 90 days after becoming law, with authority for necessary rule and regulation amendments to be completed by the effective date.
