Department of Transportation authorized and directed to conduct a study on proposed improvements to State Route 9A in the towns of Ossining and Mount Pleasant

Study must address estimated total cost of new guardrail installation, estimated cost of underpass renovations for commercial vehicles, project duration, and impact on local traffic patterns

Study must include environmental impact statement if required by law or deemed warranted by the Department of Transportation

Study must identify areas for inter-agency cooperation and solicit input from relevant agencies with jurisdiction over the project

Department must report findings to governor and legislature within one year of enactment; act expires one year after becoming law
