Amends Education Law Section 801 to require instruction on Staten Island's Sandy Ground community, the oldest continuously inhabited free black settlement in the United States, as part of mandatory courses on patriotism, citizenship, and human rights in all public and private schools for students over age eight.

Requires the Board of Regents to determine specific subjects and curricula related to Sandy Ground instruction, with the Commissioner responsible for enforcement and authority to withhold public school funding for non-compliance.

Authorizes the Dormitory Authority under Public Authorities Law Section 1676 to provide financing for the restoration or replacement of the Sandy Ground Historical Museum building located at 1538 Woodrow Road, Staten Island, New York.

Authorizes the Dormitory Authority under Public Authorities Law Section 1680 to finance the restoration or replacement of the Sandy Ground Historical Museum building at the same address.

Takes effect 30 days after becoming law, except the education curriculum requirement takes effect July 1, 2021.
