Requires private health insurance policies providing medical, major medical, or comprehensive coverage to cover incontinence supplies, defined as products designed to manage urinary or bowel output including protective underwear, cloths, wipes, bedding protection, cleaners, creams, lotions, bedpans, and urinals.

Establishes eligibility requirements for coverage: applicants must be New York State residents and obtain a physician's note indicating medical need for the incontinence supplies.

Caps coverage allowances at $80 every three months per eligible person.

Applies the same coverage requirements to group or blanket policies and contracts issued by hospital service companies or health service corporations.

Takes effect 90 days after enactment and applies to policies and contracts issued, renewed, modified, altered or amended on or after the effective date.
