Creates the New York City Public Housing Preservation Trust, a public benefit corporation governed by a 9-member board, to design, develop, construct, rehabilitate, and operate NYCHA housing facilities.

Authorizes the trust to use alternative project delivery methods (construction manager at risk, construction manager build, design-build) through competitive procurement based on best value criteria rather than lowest bid.

Allows the trust to issue bonds to finance projects and establish procurement policies with exceptions for emergency purchases, minority/women-owned business enterprises, and intergovernmental contracts.

Requires the trust to preserve affordable housing, protect resident rights including lease renewal and grievance procedures, maintain prevailing wage standards, and comply with project labor agreements for all public works.

Exempts trust activities from certain land use review and approval procedures while requiring compliance with environmental conservation laws, zoning regulations, and annual reporting to the mayor and NYCHA board on project completion and alternative delivery contract outcomes.
