Eliminates the requirement for the board of elections to schedule a specific meeting time for canvassing absentee ballots and instead requires ballots to be canvassed immediately as they are received.

Removes the time restrictions that previously limited canvassing meetings to no more than 14 days after a general or special election and 8 days after a primary election.

Changes notice requirements so candidates, political parties, and independent bodies must be notified prior to the board receiving absentee ballots rather than at least five days before a scheduled meeting.

Maintains the ability for candidates, political parties, and independent bodies to appoint watchers to observe the canvassing process under the new continuous receipt and canvassing system.
