Amends New York Constitution Article 4, Section 7 to require bills passed by both the Senate and Assembly be presented to the governor within 48 hours after passage.

Maintains existing gubernatorial powers including signing bills, vetoing with objections, and allowing bills to become law after 10 days (Sundays excepted) without gubernatorial action.

Preserves the legislature's ability to override gubernatorial vetoes with a two-thirds vote in both houses and the governor's line-item veto power for appropriations bills.

Requires the amendment be referred to the first regular legislative session following the next general election and published for 3 months before that election, per constitutional requirements for amendments.
