Miner was born April 6, 1940, in Ticonderoga, New York, graduated from Hoosick Falls High School in 1957, and enlisted in the United States Army on September 23, 1963

Served as SP4 E-4 during the Vietnam War and was awarded the Marksman (Rifle M-1, M-14) medal and Good Conduct Medal; completed military service on September 22, 1969

Held numerous community positions including 19 years on Hoosick Falls Central School District Board, President of Hoosick Falls Kiwanis Club for two years, and member of American Legion

Died on April 11, 2017, at age 77, and is buried in Gerald B. H. Solomon Saratoga National Cemetery in Schuylerville, New York; survived by his longtime companion Gale E. Leva, three children, and eleven grandchildren
