Adds new section 308-b to the agriculture and markets law requiring state agencies to notify farm owners and operators when Freedom of Information Law (FOIL) requests are made for records about their farm operations.

Agencies must provide written notification within five business days of receiving a FOIL request, including a description of the records requested and the name and address of the person or entity making the request.

Applies to any records request concerning a "farm operation" as defined in section 301 of the agriculture and markets law.

Takes effect immediately upon enactment, with the Commissioner of Agriculture and Markets authorized to adopt rules and regulations necessary for implementation.
