Establishes a small business energy assistance and advocacy services program within the division for small business in the New York State Department of Economic Development to help small businesses access energy conservation, efficiency, and renewable energy programs.

Requires the program to solicit input from small businesses and their representatives to identify energy-related issues and make recommendations for legislative, regulatory, and programmatic actions.

Directs the program to coordinate with state energy authorities, the Public Service Commission, utilities, and other entities to facilitate small business participation in energy assistance program development and implementation.

Authorizes the program to advocate before the Public Service Commission and other regulatory agencies for equitable treatment of small businesses in energy-related policies and consumer protections.

Amends Public Service Law sections 71 and 84 to allow the division for small business to file complaints regarding gas, electricity, and steam heat rates and service quality, effective September 1, 2021.
