Defines "victim of sexual violence" as any person who is a victim of an offense under Article 130 of the Penal Law (sexual offenses).

Allows victims of sexual violence to petition the Supreme Court in their county to keep their voter registration records confidential and separate from public records.

Restricts access to confidential registration records to election officials acting in their official capacity and only when necessary to perform their duties.

Takes effect 120 days after becoming law, with regulatory amendments authorized immediately upon enactment.
