Establishes a small farm disaster recovery grant program administered by the Department of Agriculture and Markets in conjunction with the Empire State Development Corporation.

Defines eligible small farms as those that sell produce with annual sales of $100,000 or less.

Allows small farm owners to apply for grants to purchase and replant crops destroyed by natural disasters, with maximum grant amounts not exceeding $10,000 per farm.

Grants are awarded at the commissioner's discretion based on the amount needed to rebuild crops and subject to available appropriated funds.

Takes effect April 1 following enactment, with authority for rule and regulation implementation immediately upon passage.
