Authorizes New York City to discontinue use of two park parcels near 135th Street on the east side of Harlem River Drive and transfer them to the Metropolitan Transportation Authority for construction of protective security fencing around columns of the Harlem River Lift Bridge.

Requires New York City to dedicate an amount equal to or greater than the fair market value of the discontinued park lands toward acquiring new park lands and/or making capital improvements to existing park land and recreational facilities within Manhattan.

Specifies the two parcels: an Easterly Parcel containing 3,484 square feet and a Westerly Parcel containing 995 square feet, both located in Manhattan near Park Avenue and 135th Street.

Provides that if the land ceases to be used for the described purposes, it shall revert to New York City for park and recreational purposes, with the Metropolitan Transportation Authority required to remove the fencing and restore the property.

Requires New York City to comply with any applicable federal requirements and obtain approval from the Secretary of the Interior if the discontinued park lands received federal funding for purchase, maintenance, or improvement.
