Amends Agriculture and Markets Law Section 110 to allow municipalities to exempt service dogs from both licensing fees and surcharges imposed for dog licenses.

Applies exemption to guide dogs, hearing dogs, service dogs, war dogs, working search dogs, detection dogs, police work dogs, and therapy dogs.

Requires dog licenses for these exempt dogs to be conspicuously marked with the appropriate dog category designation by the clerk or authorized dog control officer.

Takes effect January 1st following the date the bill becomes law.
