Amends General City Law by adding Section 20-h to prohibit cities from requiring permits for singing the national anthem or reciting the pledge of allegiance on public or private land

Cities that require permits for performances cannot apply permit requirements to the singing of the national anthem of the United States or the reciting of the pledge of allegiance to the flag

Cities are prohibited from levying or assessing any sanction or penalty against individuals, groups, or organizations for non-permitted performance of the national anthem or pledge of allegiance

Takes effect immediately upon enactment
