Increases maximum prison sentence for animal fighting violations from four years to six years under Agriculture and Markets Law Section 351, subdivision 2.

Increases maximum fine for animal fighting violations from $25,000 to $30,000.

Elevates aggravated cruelty to animals from a misdemeanor to a felony under Section 351, subdivisions 3 and 4, with imprisonment periods of up to four years and two years respectively.

Increases maximum fines for aggravated cruelty offenses from $15,000 to $20,000 and from $1,000 to $10,000 in different categories.

Requires courts to order all defendants convicted of aggravated cruelty to animals to undergo psychiatric evaluation and may mandate completion of prescribed mental health treatment at the defendant's expense.
