Designates a portion of Route 5 in Buffalo as the "Fallen Skywalkers Memorial Bridge," specifically the bridge crossing Fuhrmann Boulevard on the south end and spanning the Buffalo waterfront to Church Street/Delaware Avenue on the north end.

Requires the Commissioner of Transportation to install and maintain signage for the designated bridge along the state highway system.
