Establishes the "independent senior housing resident freedom of choice act" to amend Public Health Law Section 4651 regarding independent senior housing definitions and resident protections.

Permits independent senior housing residents to personally obtain personal care, home care, or case management services from any licensed agency, certified home health agency, long-term home health care program, or managed care program.

Allows residents to choose and obtain services from appropriately licensed agencies and programs, and permits operators to offer room, board, housekeeping, transportation, security, information and referral, and emergency response services.

Prohibits independent senior housing operators or staff from limiting resident options for home care providers unless the resident has provided specific criteria, and prohibits inducing residents to use particular providers where the operator or staff receives any financial benefit.

Takes effect immediately upon enactment.
