Authorizes the Commissioner of General Services to lease state buildings for up to 15 years (previously 10 years) when determined to be in the state's best interests, with optional renewals of 10 years or less.

Requires all leases with limited liability companies to identify names and residence addresses of all natural persons who are members, managers, or authorized persons of the LLC.

Mandates full disclosure of ultimate ownership by natural persons, requiring identification of all shareholders, directors, officers, members, managers, and partners of any business entities that are members or managers of the LLC.

Specifies that disclosure of names and addresses is not considered an invasion of personal privacy under the Public Officers Law.

Takes effect immediately and applies only to leases entered into after the effective date.
