Department of Labor must produce a report within 180 days on summer youth employment programs funded by state, federal, and local appropriations, in consultation with Education Department, Office of Temporary and Disability Assistance, Office of Children and Family Services, and other entities.

Report must determine total number of available youth jobs, nature of positions, educational and professional experience gained, career paths available, and overall participant experience across all pre-existing programs.

Report must evaluate unmet demand by analyzing total applications and desired program spots, and assess current admission standards including income and geographic restrictions across state regions.

Report must evaluate whether current funding streams could be increased through federal or private sources and assess the effect of additional state funding on applicant opportunities.

Report must analyze how current and previous minimum wage rates affect job placement opportunities and determine if additional funding is needed to maintain program spots amid wage increases; report sent to legislature and posted on Department of Labor website.
