Amends Education Law Section 454 to require full compliance with NYC Charter Section 197-c (uniform land use review procedure) before the Board of Education can sell, lease, or otherwise dispose of school property.

Applies the uniform land use review requirement to transfers of school property for combined occupancy structures, including private development projects involving school buildings.

Clarifies that Section 197-c of the NYC Charter applies to school property dispositions and cannot be superseded by other provisions of Education Law Article 10.

Preserves the authority of community district education councils to review and provide input on significant changes in school utilization resulting from property transfers to developers.

Takes effect immediately upon enactment.
