Permits telecommunications providers to block voice calls from numbers that subscribers request to be blocked because the number is used for inbound calls only.

Allows blocking of calls from invalid North American Numbering Plan numbers or valid numbers not allocated to any provider by the North American Numbering Plan Administrator or pooling administrator.

Permits blocking of calls from valid, unallocated numbers that are unused, provided the blocking provider is the number's allocatee or has verification from the allocatee that the number is unused.

Prohibits providers from blocking emergency calls placed to 911.

Providers may use caller identification service information to determine the originating number for blocking purposes; takes effect July 1, 2020.
